Thanks to the efforts of Lauren S and myself, we have found out how to add a "comment" feature to non-blog pages.

This site gives good step by step instructions for how to add disqus to weebly which will add the option to post comments where ever you want on your website. Disqus is free to use and others do not need to have a disqus account to post comments (they click to comment as a guest when prompted).
I will recap the steps here:
1) Go to disqus.com and register for a free account
2) on the gear icon on the right hand side click "add disqus to site"
3) complete the boxes for Site Name - this does not need to be your websites name and "Unique URL" - this is your site's short name which you need to have in order to register your disqus site on weebly
4) After you click "Finish Registration" you should be at a new page which will give you a bunch of options like "Moderation" etc. On the left side you should see an option "install"
5) pick "universal code" and copy the textbox
Back to Weebly
1) in "Settings" on the top panel (where "Build" and "Design" are) go to "blog"
2) where it says default instead select disqus
3) fill in your disqus short name etc.
4) save changes
5) go to any page you want to have a comment feature and drag and drop "embed code" where you want the comment section to be
6) paste the universal code text from disqus into the box
7) WAIT - it took mine 2-3 minutes to appear as a widget rather than code
8) test out the comment feature and you should be good to go
to edit your settings for comments in disqus you go to discus.org and on the left select "Admin"
